Not the same as an apostille
An apostille is normally used for countries covered by the 1961 Hague Convention. If that process does not apply and no treaty removes the legalisation requirement, the document may need consecutive certification by Russian authorities and the relevant consulate. The exact chain depends on the document and the country’s requirements.

Before payment
